Taxation in India not the only concern while moving ICC HQ to India

The Board of Control for Cricket in India (BCCI) may be contemplating with the idea of getting the ICC Head Quarters (HQ) relocated to Mumbai, if not London, but their task would not be as easy as it seems. For there are not only taxation issues to be dealt with in India but a decision taken by the ICC in 2004 before moving out from London to the present day HQ of Dubai, according to Ehsan Mani, the former ICC president.

"We at the ICC had decided that no full member would be allowed to host the ICC HQ. There were very good reasons for this, including ensuring that ICC remained strictly neutral and was not influenced by the host nation. If this principle still stands then the ICC might not be able shift its base from Dubai to any Full Member country including India," Mani said.

Due to the potential  imposition of "heavy" taxes in the United Kingdom, the ICC HQ was moved out of London to the UAE (Dubai) in 2005. As Sharad Pawar is going to lead the ICC in June next year, the BCCI are planning to convince the other full members of the ICC to move its HQ from Dubai to Mumbai.

It may be noted here that there were six other nations (Ireland, Switzerland, Holland, Singapore, Malaysia and Monaco) in contention for the ICC HQ, however, Dubai was finally zeroed in and given the nod by the ICC to set up its HQ there.

"The Dubai government was very generous in terms of the financial support it provided the ICC; it also extended full co-operation and provided world-class facilities and therefore it was decided to relocate there," Mani added.

Even Jaywant Lele, the former BCCI secretary, is not too hopeful that the ICC HQ will be relocated to India. In his opinion, while speaking to Bipin Dani over his mobile from Baroda, he said, "the Indian government is unlikely to yield to the BCCI's demand of shifting the ICC Head Quarters to Mumbai or for that matter any other place in India".

Lele added, "look, the ICC HQ was moved from London to Dubai owing to the taxes the UK government imposed on the ICC. But, moving the same again to India will result in the same problem (taxation). So I don't think it is a move in the right direction".
